There are different types of public funding depending on the type of R&D project: there are non-collaborative and collaborative projects, projects with only industrials and others that involved academics, clinicians and industrials. There are projects which are essentially academic research projects whilst others are closer to the market. The financial needs may also be very different from one project to another.
